The 'AKA...What A Life' hitmaker - who was approached by the music mogul to replace him on the judging panel of the show before Gary Barlow was hired - thinks one of the reasons why the ITV1 series has seen a drop in ratings is the departure of Simon.
Asked how the show can be improved, he told BANG Showbiz: "I'd get Simon back on the show, he's the biggest thing about it. It's no surprise surely that he's not on it and the ratings have plummeted."
Noel watches the programme with his 11-year-old daughter Anais and is tipping Irish teenager Janet Devlin to take this year's crown.
He said: "I watch 'X Factor', I'm not a big fan, I watch it. I know other rock stars watch it, they just don't say it. Any rock stars who've got daughters will watch it, I can assured you of that because that's just the way it is.
"Who will win? I dunno, that Irish girl, I didn't see it this week but she seems alright."
Noel insists he doesn't worry about the impact the show has on the music industry because he just views it as entertainment and thinks it is good for offering opportunities to young people.
He said: "I don't take it musically that seriously, it's just a TV show. These kids are all trying to get a leg up in the music business and at least they're not crack heads trying to rob my house."
