The actor - who played car salesman Kevin Wicks for almost two years until December 2007 - insists producers are making a mistake in their plans to axe six characters, including Minty Peterson (Cliff Parisi), Charlie Slater (Derek Martin) and Libby Fox (Belinda Owusu).
He said: "It'll be sad. Minty's good, Charlie's good, I love Libby. They are good characters. I don't see why they have to go.
"That's that programme for you. Hasn't got a clue has it? Viewers don't want it to be 'Hollyoaks'.
"There aren't enough laughs in 'EastEnders' for me - and there weren't when I was doing it either."
Phil - who was guest vocalist on Blur's 1994 single 'Parklife' - also revealed he wants to turn his 1977 movie 'Scum' into a stage musical and hopes to make a reality show to cast the lead roles.
He added to The Sun newspaper: "'Scum' the musical - that would be good. We'd have to have a mixed borstal to get girls in it too.
"I'd like to pick a star. I could sit alongside Louis Walsh. Anybody interested contact me. I'd be a good judge."
